概要	This paper proposes a theoretical framework to evaluate the effects of the use of mass and social media on post-disaster recovery. In particular, it takes into consideration the complex media environment of a highly mediated society – in this case in Japan – alongside the requirements of post-disaster recovery. Through the integration of the three main theories in media studies, namely the cultivation, uses and gratifications, and social cognitive theories, the framework proposes four testable propositions with measurable variables to demonstrate the mechanisms and the effects of the use of both mass and social media on post-disaster recovery. The framework suggests that through cultivating people’s perceptions of the disaster and motivating them to participate in civic activities online, both mass and social media can work together to create positive effects for post-disaster recovery such as the development of social capital and encouragement of offline civic participation. The framework lays the foundation for future studies to further investigate the effects of the two main media.
